Julia Bowling is a Research Associate managing grants issued by CUNY ISLG through a research consortium, in addition to providing research support to other projects across ISLG. In this role, she guides grantees to produce impactful, policy-driven research informed by local contexts and communities to understand what works in pretrial justice. In the past, Julia has conducted research on college-in-prison programs, prosecutorial decision-making, trust in police, and justice-involved youth, and provided capacity-building assistance to government agencies looking to improve data systems, transparency, and equity. Prior to joining ISLG, she helped launch States of Incarceration, a national public dialogue and traveling museum exhibition about local histories of incarceration. Previously, Julia worked as a research associate at the Brennan Center for Justice at New York University School of Law where she co-authored a 2015 report analyzing the impacts of increasing incarceration rates and other factors on declining crime rates. Julia holds an M.S. in urban policy analysis and management from The New School, and a B.A. in economics and environmental studies from Oberlin College. She is currently pursuing a Ph.D. in criminal justice at Rutgers University.
