Julia Bowling is a Research Associate managing grants issued by CUNY ISLG through a research consortium, in addition to providing research support to other projects across ISLG. In this role, she guides grantees to produce impactful, policy-driven research informed by local contexts and communities to understand what works in pretrial justice. In the past, Julia has conducted research on college-in-prison programs, prosecutorial decision-making, trust in police, and justice-involved youth, and provided capacity-building assistance to government agencies looking to improve data systems, transparency, and equity.
Prior to joining ISLG, she helped launch States of Incarceration, a national public dialogue and traveling museum exhibition about local histories of incarceration. Previously, Julia worked as a research associate at the Brennan Center for Justice at New York University School of Law where she co-authored a 2015 report analyzing the impacts of increasing incarceration rates and other factors on declining crime rates. Julia holds a Ph.D. in criminal justice from Rutgers University, an M.S. in urban policy analysis and management from The New School, and a B.A. in economics and environmental studies from Oberlin College.
