JANET PENKSA

Janet Penksa is a Senior Fellow in the Operations Group, managing its work in providing financial and budget analysis and advice to cities in the U.S. and abroad. Prior to this, Ms. Penksa held positions as Professor-in-Residence for the New York State Assembly Intern and Graduate Scholar Programs, Commissioner of Administration, Finance, Policy, and Urban Affairs for the City of Buffalo, Associate Vice President at the University at Buffalo, and as Secretary to the New York State Assembly Ways and Means Committee, one of the three key state fiscal offices in New York. Ms. Penksa received her doctorate from the University at Buffalo and Master of Public Policy and Administration and undergraduate degree at SUNY Binghamton. She has been a Visiting Lecturer at Cornell University’s Institute for Public Affairs and a Visiting Associate Professor at Buffalo State College, teaching public budgeting, strategic planning, and metropolitan governance.
