Marc V. Shaw is Chair of the Advisory Board and Senior Advisor at the CUNY Institute for State and Local Governance.

Marc has held senior-level positions in both city and state government. This has included as Senior Advisor to the CUNY Chancellor from 2014 to 2017 and Senior Vice Chancellor for Budget, Finance and Financial Policy, from 2010 to 2014. In these roles, he oversaw and managed the finances of CUNY's 23 colleges and professional schools and the University's central administration, including its investment portfolio. Prior to working at CUNY, Shaw served as Senior Advisor to Governor David Paterson. Marc was Chair of the New York City Commission on Property Tax Reform from 2018-2021, and responsible for the final report, The Road to Reform: A Blueprint for Modernizing and Simplifying New York City’s Property Tax System.

From 2006 to 2008, Shaw was Executive Vice President for Strategic Planning at Extell Development Company. From 2002 to 2006, he was the First Deputy Mayor and Deputy Mayor for Operations to Mayor Michael Bloomberg.

From 1996-2001, he was appointed by Governor George Pataki to serve as the Executive Director and Chief Operating Officer for the Metropolitan Transportation Authority (MTA), responsible for overseeing the daily operations of the Authority, including financial and strategic planning, and the capital programming activities for headquarters and the operating agencies.

Prior to working at the MTA, Mr. Shaw served as New York City’s Budget Director and Finance Commissioner under Mayor Rudolph Giuliani, as NYC Budget Director, NYC Finance Commissioner, and Finance Director for the NYC Council.

Shaw began his career in New York City government in 1988 as Director of Finance for the New York City Council, where he was chief fiscal advisor to the Speaker of the Council and served as the Council's principal negotiator on the city budget.

Beginning in 1981, Mr. Shaw worked for the New York State Senate Finance Committee. He has been an Adjunct Assistant Professor of Public Service at the Robert F. Wagner Graduate School of Public Service at New York University, and an Adjunct Professor at the School of International and Public Affairs at Columbia University. He graduated magna cum laude from the State University College at Buffalo with a BA in Urban Anthropology, and received his M.A. degree from SUNY Buffalo in the same.
