Dean Fuleihan is a Senior Fellow in the Operations Group, providing financial planning, budget management, and operational research, analysis and guidance to public institutions, governments, and non-profits. He served as the New York City First Deputy Mayor from 2018 through 2021 under Mayor Bill de Blasio with responsibilities for the New York City budget, labor, education, criminal justice, sustainability and resiliency. Dean was the Director of the NYC Office of Management and Budget from 2014 through 2018, building the City’s reserves and funding major policy initiatives including Universal Pre-K. He was Executive Vice President for Strategic Partnerships, College of Nanoscale Science and Engineering, at SUNY Albany. Dean held senior staff positions in the New York State Assembly, including both Secretary to the Speaker for Program and Policy and Secretary to the Assembly Ways and Means Committee and was the principal staff negotiator for the Assembly on the New York State budget. Dean currently serves as Chair of the Advisory Board of the New York City Independent Budget Office and is a board member of the New York Financial Control Board. Dean received his BA from Alfred University and attended the Maxwell School of Citizenship and Public Affairs at Syracuse University.
