Ruby Phillips is a Policy Analyst at the CUNY Institute for State and Local Governance, where she supports the development and execution of initiatives focused on Restorative Justice, violence prevention, and civic engagement in collaboration with nonprofit and government partners.
With extensive experience working with youth in the court system and as an educator who supports organizations and schools in transforming their approaches to punishment, Ruby brings her expertise to projects through administration, grant management, and thought partnership. Prior to this role, Ruby spent five years at the New York Peace Institute as a Program Coordinator, delivering case management services for youth and families and advising schools, youth development organizations, and criminal justice agencies on embedding Restorative Practices in their communities. Through her training with the International Institute of Restorative Practices, Ruby has extensive experience as a Restorative Justice practitioner, mediator, and facilitator and is passionate about operationalizing community-led systems of accountability. She holds a B.A. in American Studies and History from Northwestern University.
